KI 1199 What are the rules for using student organisation premises?

All who make use of UiB premises for such events are required to know these rules.
Rules
- Applies to student organisations premises within areas managed by faculties or departments according to the UiB rental scheme.
- Faculties and departments can make premises available to student organisations with connections to the relevant faculty or department.

Approval of use:
- The Estate and Management Division shall approve any premises before the faculty or department makes it available to the students.
Rules for use of the premises:
- The premises must satisfy the demands to fire safety and the students must document that any use is in accordance with rules and regulations concerning alcohol sales and other relevant rules and regulations.
- Events taking place in the premises shall only be available for students registered to the faculty the premises belong to. Employees at the faculty or department may also have access.
- Use of the premises for events that are available to the public is prohibited.
- The premises can not be rented out. Neither to external (users without any formal connection to the university) or internal (persons connected to UiB but not the relevant faculty) users. Premises may be lent to student organizations at UiB without formal connections to the relevant faculty if the faculty agrees to this. Rent may not be collected for this type of activity. The borrower shall nominate two persons that are responsible on behalf of the borrowing student organization.
- The personnel of the Estate and Management Division shall have access to the premises in order to conduct fire safety checks, management tasks, repairs, and installations of equipment.
Faculty’s responsibility for the premises
- The faculty is responsible to the Estate and Management Division for any use of the premises and shall appoint a person to act as contact.
- The faculty is responsible to ensure that the rules governing the use of the premises are followed.
- The faculty shall ensure that any event organizer making use of the premises has a plan for the event that ensures that relevant rules and regulations are followed.
- The faculty is free to set terms and conditions regarding how the event is to take place. The student organization's board must, together with the faculty, set up a plan on how to maintain security and safety at events.
- The faculty is responsible for ensuring that the organizers clean up after the event. The faculty is not required to have their own personnel present at the event.
- The faculty shall ensure that any events are in accordance with Norwegian law.
The responsibility of the event organizers
- The students organizing an event at the student organization premises must always appoint two representatives that are responsible for the event. One of these will have the main responsibility for the event. Both must be sober and present before, during and after the event. Both will be accountable to the Estate and Management Division.
- It is particularly important that the representatives make sure that the planning for the event take fire safety and security into consideration.
Cleaning
- The student organization that uses the premises is responsible for cleaning. The standard shall be comparable to other university premises.
- The event organizer is responsible for cleaning after an event.
- All cleaning work in areas connected to the premises, such as toilets, corridors, and other rooms, will be cleaned by UiB staff or hired external staff. This work will be paid for by the event organizer.
Security and safety
- All event organizers must provide security for their event. If the event requires extra or unusual security arrangements, the Estate and Management Division must be included in the planning for this. The organizer will pay for extra security if this is necessary.
- The event organizer shall make sure that unauthorized persons are not admitted to the building and the premises.
- Access to the event shall be organized in a way that ensures that the event organizer can control who enters the building and premises.
- If event participants exit the building to have a smoke or similar, the organizers must ensure that no unauthorized persons get in.
- Neighbours are not to be disturbed during or after the event.
Fire safety
- The event organizer is responsible for fire safety at the event. The organiser must also be aware of escape routes, fire warning systems, and where fire-fighting equipment can be found and how it is operated.
- The organizer must make sure that the number of guests does not exceed the stated capacity of the premises.
- Any cost incurred as a consequence of a fire response will be paid for by the event organizer.
Non-smoking
- There is a strict ban on smoking in all UiB premises.
Responsibility for damages
- The event organizer is responsible for any damages on premises, equipment, and other installations. Any damages should be reported to the Estate and Management Division and will be paid for by the event organizer.
Sanctions
- In the event of damages to the premises, illegal alcohol sale or other illegal activities, serious breaches of security regulations and similar violations of rules, the right to make use of the premises for events may be temporarily or permanently revoked.
