KI 1164 What are the rules for information dissemination on UiB property?

Where does the rules apply?
- Concourses and common areas inside the buildings.
- Outdoor areas connected to the buildings.
- These rules also apply when parties that communicate information and the like use other areas.
- Student organisations at UIB must submit an application to use areas and premises in accordance with these rules to the faculty based in the building.
- The faculty processes and decides on the applications in consultation with the Student Council at the faculty.
- All other applications must be sent to the Department of Estate and Facilities Management. The Department of Estate and Facilities Management processes and decides on applications. The faculty must be informed about applications that are granted.
- Applications for use of areas in the Student Centre and other buildings that are not used by faculties must be sent to and processed by the Department of Estate and Facilities Management.
Academic or welfare-related information
- All informational and promotional activities must be of an academic or welfare-related nature.
- Upon applying, approved student organisations can be granted permission to have stands or to provide information in some other manner. Other student organisations may be granted permission after a specific assessment is carried out.
- The Department of Estate and Facilities Management has dialogue with the Norwegian Student Union (NSU) and the Welfare Parliament's Cultural Committee regarding the organisations that should be granted permission.
- Non-profit and humanitarian organisations are granted permission when they have been approved by the Cultural Committee. Other non-profit organisations may receive permission if their promotional activities are based on cooperation with UiB.
- Approved student organisations can put up posters at assigned locations without needing to apply. Magazines for students that are issued regularly must preferably be placed on racks designated for this purpose at assigned locations. The publisher itself must ensure that previous editions are removed when new ones are made available.
Sales and commercial activities:
- Sales or other commercial activities are not permitted. This also includes the distribution of advertising materials, consumer goods, samples etc. outside the building.
- However, student organisations may still be permitted to sell waffles and the like in connection with other information.
External parties' use of UiB's premises for informational purposes
- External parties may only use UiB's premises for informational purposes in connection with careers fairs and similar events organised in cooperation with the relevant faculty and student organisations.
- The faculty/student organisation cannot invoice the participants for hire of UiB's premises. When UiB's premises are hired out, this must be invoiced by the Department of Estate and Facilities Management.
- However, the organiser of careers days etc. may collect a participation fee that includes positioning of stands. It is expected that student organisations do this in cooperation with the faculty. Participation fees cannot be collected in other instances relating to informational activities.
Sanctions
- Organisations or other parties that act without permission or in violation of the rules can be expelled. Materials can be removed at the relevant organisation's/party's expense.
- The faculties and student council at the faculty must be able to enforce the rules regarding unauthorised use of area on faculty premises. The same applies to use of premises that is not in accordance with what permission was granted for.
Miscellaneous
- If an event requires extra cleaning, security, or assistance from operations personnel, this must be stated in the application. The organiser will be invoiced for any additional costs relating to this.
- The Department of Estate and Facilities Management will consult with the faculty/section management if it has any doubts regarding these rules.
- Stands and the like must be placed in such a way that they do not obstruct other activities in the building. Emergency exits must not be blocked and the organisation/organiser must clear the area of paper, materials and equipment when the stand is no longer used.
