KI 2137 New scheme for administrator access to UiB PC

From September 2023 we are increasing the security of UiB PCs, to better protect your PC and your data. (This scheme is initially for Windows only, not Linux or Mac.)
This means that a new procedure is introduced for how you get administrator access to your PC if and when you need it.

To enhance IT security we are introducing a new scheme which means that employees and students who need local administrator access to their PC must apply for it.
