Your local purchaser can order these through the purchasing system. Once the purchase is made, the IT division can assign the license to your account.
Create an issue where you specify which license needs to be purchased/has been purchased and who the license should be assigned to
Licenses are often annual. The initial purchase is made directly with the supplier. After that, the IT department can invoice for the license cost internally.
